The Financial Services Consumer Panel was established by the Financial Services Authority in December 1998, to ensure that consumers' interests are represented in the development of regulation governing the sale of financial products.

This research involved the analysis of the Financial Services Consumer Panel annual survey of consumers (2000), comprising interviews with 1,122 financial decision-makers aged over 21 in the United Kingdom. In particular, the Consumer Panel wished to investigate the financial products people had taken out and who they sought advice from when they took these products out.
