1965年生まれ。英国ヨーク大学大学院社会政策・社会福祉学研究科博士号取得。現在、大阪市立大学大学院生活科学研究科准教授。主な専門分野は社会政策学。現在の研究テーマは、社会政策、家族政策、社会保障、福祉国家の国際比較研究。特に少子化の進行や一人親家庭の増加など家族の多様化に対して、社会保障・社会福祉の制度をどのように再構築すべきかを研究している。現代における経済格差の拡大や社会的排除・貧困の問題と対応策、雇用・就労、所得保障、社会福祉を含めた将来の生活保障のあり方を研究している。2004年より大阪市地域福祉計画推進委員会大阪市地域福祉活動推進委員会技術支援部会委員に就任。
