The impact of choice in education and health: a review of the economic literature

As part of our on-going work on choice, we undertook a review of the economic literature on choice in education and healthcare. We conclude from this that theoretical analyses offers no clear guidance as to whether competition is welfare improving in either of these sectors. Empirical evidence gives some support to the use of competition, but what is paramount is the institutional design.
