The Rules of Procedure of the University of Bristol Model United Nations Society

In addition to the rules of procedure outlined in #6, the following must be adhered to:

  1. COURTESY: All delegates shall show courtesy and respect to the committee staff and to the other delegates. The moderator shall immediately call to order any delegate who fails to comply with this rule.
  2. MODES OF ADDRESS: All delegates should use diplomatic language to address others and in speeches. Delegates must speak in the third person, ie, 'Honourable delegate' not 'he' or 'she' or 'you', and to use the country name not 'I think...' when stating country policy.
  3. PARTICIPATION OF NON-MEMBERS: representatives of Accredited Observers shall have the same rights as those of full members, except that they may not sign or vote on resolutions or amendments. A representative of an organisation, which is not a member of the United Nations or Accredited Observer, may address the council only with the prior approval of the Moderator.
  4. VOTING: Each country shall have one vote. Each vote may be a Yes, No or abstain on substantive matters (i.e. Resolutions and Amendments). There are no abstentions on procedural matters and tied votes fail. A delegate may call for a division of the house, at the discretion of the chair, if the number of abstentions exceeds the number of votes for or against. Delegates may motion for a roll call vote at the discretion of the chair. This should only be used when the vote is very close.
  5. ROLL CALL VOTING: After debate is closed on a resolution or an amendment, any delegate may request a roll call vote. In roll-call vote, the chair shall call the roll call in alphabetical order. Delegates may vote Yes, No, Abstain or Pass. A delegate who passes during the first round of the roll call must vote during the second round. Delegates may request the right to explain their votes during either the first or second round. All requests will be granted. The chair shall then announce the outcome of the votes in which the committee spells out the action to be taken in order to resolve a particular problem.
