HRIC presents draft plan for inspections of places of deprivation of liberty in the British Overseas Territories

In February 2023, Dr Debra Long, from the Law School's Human Rights Implementation Centre (HRIC), participated in a conference for prison superintendents from the British Overseas Territories.

In February 2023, Dr Debra Long, from the Law School's Human Rights Implementation Centre (HRIC), participated in a conference for prison superintendents from the British Overseas Territories.

The conference was organised by the UK Ministry of Justice (MoJ) and hosted by the Cayman Islands. It was formally opened by the Minister for Health, Wellbeing, and Home Affairs, Hon. Sabrina Turner. Dr Long participated in the conference as part of an ongoing ambitious project with the MoJ, in collaboration with Prof. Rachel Murray, Director of the HRIC, to develop and test and inspection framework to monitor the treatment of persons deprived of their liberty and conditions of detention in the British Overseas Territories.

At this conference, Dr Long presented the first draft detention inspection framework and conducted an initial pilot inspection with participants, as part of an ongoing process to refine and strengthen the framework and, subsequently, roll it out across the territories.
