Outline: Many parts of Ukraine are now facing a major humanitarian crisis. As Russia’s war against the country escalates, the crisis is deepening and becoming more widespread. While the situation changes dramatically on a daily basis, this presentation will attempt to provide an overview of the current situation, the implications for the country and the population in the coming months, and how humanitarian actors are planning to respond.

Speaker biography: Dr Sean Loughna is a political economist with over 20 years’ experience in conducting research, analysis, reporting and teaching/training on humanitarian, migration and displacement issues within practitioner, governmental and academic institutions. Sean gained a PhD in Development Studies in 2013 from St Antony’s College, Oxford. His thesis involved an examination of the political economy of internal displacement in Colombia. Between 2015 and 2016, he was a Senior Expert for Research and Analysis at the for European Union Delegation in Tbilisi and then Ankara, where he was the Livelihoods Expert for the EU’s Joint Needs Assessment of Syrian refugees residing in Turkey. From 2016 to 2019, he was employed as Advisor to the Minister for Temporarily Occupied Territories and Internally Displaced Persons of Ukraine. In 2017, he co-established and coordinated a new Master’s degree programme in Conflict Management and Mediation at the National Technical University of Ukraine - Igor Sikorsky Kyiv Polytechnic Institute; and taught the programme’s module on Forced Migration from 2017-2019. Sean is currently employed as a Research and Analysis Specialist in the Emergency and Stabilization Unit of the International Organization for Migration (IOM) in Ukraine, one of the largest UN agencies in the country.

Chair biography: Dr Roddy Brett is a Senior Lecturer in the School of Sociology, Politics and International Studies at the University of Bristol. His research addresses the study of armed conflict and political violence (including genocide), the impact/legacies of these phenomena and the strategies employed to overcome said violence (transitional justice, peacebuilding).

Discussant biography: Tim Edmunds is Professor of International Security at and Director of the Global Insecurities Centre at the University of Bristol (SPAIS). His research addresses questions of civil-military relations and security sector reform. In the past he has written on these issues in relation to the post-Soviet Successor states.

Discussant biography: Ana Juncos is Professor of European Politics and Deputy Director of the Global Insecurities Centre at the University of Bristol (SPAIS).  Her research addresses European foreign and security policy, with a particular focus on the development on the EU’s conflict prevention and crisis management capabilities and its role in conflict resolution.
