This qualitative study develops a deeper understanding of the attitudes and behaviours of non-working (or very part-time working) partnered parents living in low-income households, prior to the rollout of Universal Credit (UC). It builds on an earlier qualitative study which looked at work decisions in low-income couple households with one earner. The focus of the study was partnered parents in low-income households who did not work or worked part-time.
