The HRIC has collaborated with the African Policing Civilian Oversight Forum (APCOF), a network of African policing practitioners from state and non-state institutions, on a number of initiatives. In 2009 the HRIC provided advice to APCOF on the development and implementation of Common Standards for Policing in East Africa, and the implementation of the Southern African Regional Police Commissioners Cooperation Organisation (SARPCCO) Code of Conduct for the Police.

The HRIC is also currently collaborating with APCOF on the development of regional guidelines on pre-trial detention to be adopted by the African Commission on Human and Peoples’ Rights.

The HRIC and APCOF are also partners on the Article 5 Initiative.
