Expert Advice - Libya

Dr Elina Steinerte and Ms Debra Long worked with the International Bar Association (IBA) on providing training to the Qaddafi Foundation (Libya) in 2008 and 2009. The Training Programme was organised by the IBA with funding from the UK Foreign and Commonwealth Office in the remits of the Deportation with Assurances Agreement between the UK and Libya.

  • First, Ms Debra Long travelled to Tripoli in October 2008 to take part in the second training session organised by the IBA on international human rights standards, monitoring places of detention and reporting human rights violations. This training also had an important capacity development element and brought together lawyers, journalists, academics, medical professionals and human rights activists.
  • Second, Dr Elina Steinerte travelled to Tripoli between 28 November- 03 December 2008 to deliver the training during the Third Training session on Rights to Fair Trial and delivered sessions on Trial Monitoring and observed trials in the Tripoli Central Court. 
  • Finally, Dr Elina Steinerte returned to Tripoli between 29 March-01 April 2009 to provide the training in the remits of the Fourth  Training session on Monitoring and Advocacy and delivered sessions on Monitoring places of deprivation of liberty.
