Expert Advice - Kyrgyzstan

HRIC has been closely following the OPCAT implementation in the Kyrgyz Republic for years and has provided the national stakeholders with variety of expert advice on how best to achieve this.

November 2011

HRIC were asked to review (PDF, 172kB) the Law on Ombudsman (Akyikatchy) of the Kyrgyz Republic in the light of the Optional Protocol to the United Nations Convention against Torture and Draft Law of the Kyrgyz Republic ‘On the National Centre of the Kyrgyz Republic on prevention of torture and other inhuman, degrading treatment or punishment’.

August 2011

Following an express request from the national legislature of the Kyrgyz Republic, the HRIC provided expert advice (PDF, 295kB) to the Jogorku Kenesh (Parliament) of the Kyrgyz Republic and the Regional office of the United Nations High Commissioner for Human Rights in Central Asia.

June 2011

HRIC provided expert advice (PDF, 293kB) to the Regional office of the United Nations High Commissioner for Human Rights in Central Asia.

August 2010

HRIC provided expert advice (PDF, 165kB) to the members of the Working Group on the Draft Law of the Kyrgyz Republic ‘On the National Mechanism for Prevention of Torture and Other Inhuman, Degrading Treatment or Punishment’.

November 2009

The HRIC was approached by the Regional office of the UN High Commissioner for Human Rights for Central Asia with a request to provide comments (PDF, 117kB) on the draft Law of the Kyrgyz Republic 'On the National Mechanism for the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment'.

Dr Elina Steinerte travelled to Bishkek to participate in the public hearing on the Draft Law on the National Preventive Mechanism that took place on 30 November 2009 and presented the comments there.
